Positive surprises from government reports
on retail sales, industrial production, and housing in the past few months are leading economists to revise their real
gross domestic product forecasts upward, supporting the notion that the
recession ended in December or January.

Bear in mind:
This recovery won’t have the vitality normally associated with an upturn.
Economists now expect real GDP growth of about 1.5% in the first quarter.
That’s better than the 0.4% the consensus projected in December, but much of
the additional growth will come from a slower pace of inventory draw-downs, not
from surging demand.

Moreover, the
economy won’t grow fast enough to help the labor markets much. The only good
news there is that jobless claims have fallen back from their spike after
September 11 and that their current level suggests the pace of layoffs is
easing.

The recovery
also does not mean the Federal Reserve will raise interest rates soon. The
January price indexes show that inflation remains tame. Consequently, the Fed
can take its time shifting monetary policy from extreme accommodation to
relative neutrality.

Perhaps the best
news from the latest economic reports was the January data on industrial
production. Total output fell only 0.1%, its best showing since July. Factory
output was flat, also the best performance in six months. Those numbers may not
sound encouraging, but manufacturers have been in recession since late 2000.
The data suggest that the factory sector is finding a bottom from which to
start its recovery.

Production of
consumer goods, for instance, is almost back up to where it was a year ago.
That’s because consumer demand for motor vehicles and other goods and the
housing industry remained healthy during the recession, and they are still
growing in early 2002.

Besides, both
the monthly homebuilding starts number and the housing market index for the
past two months are running above their averages for all of 2001, suggesting
that homebuilding is off to a good start and probably won’t be a big drag on GDP
growth this year.

Equally
important to the outlook is how the solid housing market will help demand for
home-related goods and services. Traditionally, consumers buy the bulk of their
furniture, electronics, and textiles within a year of purchasing their homes.
Thus, spending on such items will do well this year, even as car sales slip now
that incentives are less attractive. Look for the output of consumer goods to
top year-ago levels in coming months.

Even the
business equipment sector seems to have bottomed out. Its output rose 0.4% in
January, led by a 0.6% jump computer gear. A pickup in orders for capital goods
in the fourth quarter suggests that production will keep increasing—although at
a relaxed pace—in coming months.

Text 2

Ever since this government’s term began, the
attitude to teachers has been overshadowed by the
view that good teachers cannot be rewarded if it means bad teachers are
rewarded, too. That’s why, despite the obvious need for them, big pay rises
have not been awarded to teachers across the board. The latest pay rise was 3.6
percent-made in the present situation. That’s why, as well, the long battle over performance-related
pay was fought as teacher numbers slid.

The idea is that
some kind of year zero can eventually be achieved whereby all the bad teachers
are gone and only the good teachers remain. That is why the Government’s
attempts to relieve the teacher shortage have been so focused on offering
incentives to get a new generation of teachers into training. The assumption is
that so many of the teachers we have already had are bad and that only by
starting again can standards be raised.

But the teacher
shortage is not caused only because of a tack of new teachers coming into the
profession. It is also because teaching has a retention problem, with many
leaving the profession. These people have their reasons for doing so, which
cannot be purely about wanting irresponsibly to “abandon” pupils more
permanently. Such an exodus suggests that even beyond the hated union
grandstanding, teachers are not happy.

Unions and the
Government appear to be in broad agreement that the shortage of teachers is a
bad state of affairs. Oddly, though, they don’t seem entirely to agree that the
reasons for this may lie in features of the profession itself and the way it is
run. Instead, the Government is so suspicious of the idea that teachers may be
able to represent themselves, that they have set up the General Teaching
Council, a body that will represent teachers whether they want it to or not,
and to which they have to pay 25 pounds a year whether they want to or not.

The attitudes of
both sides promise to exacerbate rather than solve the problem. Teachers
are certainly exacerbating the problem by stressing just how bad things are.
Quite a few potential teachers must be put off. And while the Government has
made quite a success of convincing the public that bad education is almost
exclusively linked to bad teachers represented by destructive unions, it also
seems appalling that in a survey last year, working hours for primary teachers
averaged 53 hours per week, while secondary teachers clocked up 51 hours.

At their spring
conferences, the four major teaching unions intend to ballot their members on
demanding from the Government an independent inquiry into working conditions.
This follows the McCrone report in Scotland, which produced an agreement to
limit hours to 35 per week, with a maximum class contact-time of 22 and a half
hours. That sounds most attractive.

The old man stood there at a loss, his sunken eyes staring at the

running down his temple and neck, and he gave no reply to the man seated behind
the table who went on asking him, “Why did you go in opening all the doors of
the wards looking for your wife? Why didn’t you come directly to Enquires?” The
old man kept silent. Why, though, was the man seated behind the table
continuing to open one drawer after another? His eyes busy watching him, he
said, “I came here the day before yesterday wanting the hospital and looking
for the mother of my children.”

The man seated
behind the table muttered irritably, blaming himself for not having ever
learned how to ask the right question, how to get a conversation going, and why
it was that his question, full of explanations, and sometimes of annoyance,
weren’t effective. He puffed at his cigarette as he enquired in exasperation,
“What’s your wife’s name?” The old man at once replied, “Zeinab Mohamed.” The
man seated behind the table began flipping through the pages of the thick
ledger; each time he turned over a page there was a loud noise that was heard
by everyone in the waiting room. He went on flipping through the pages of his
ledger, pursing his lips listlessly, then nervously, as he kept bringing the
ledger close to his face until finally he said, “Your wife came in here the day
before yesterday?” The old man in relief at once answered, “Yes, sir, when her
heart came to a stop.” Once again irritated, the man seated behind the table
mumbled to himself, “Had her heart stopped she wouldn’t be here, neither would
you”. With his eyes still on the ledger, he said, “She’s in Ward 4, but it’s
not permitted for you to enter her ward because there are other women there.”
Yawning, he called to the nurse leaning against the wall. She came forward, in
her hand a paper cup from which she was drinking. Motioning with his head to
the man, he said, “Ward Number 4—Zeinab Mohamed.” The nurse walked ahead,
without raising her mouth from the cup. The old man asked himself how it was
that this woman worked in a hospital that was crammed with men, even though she
spoke Arabic. Having arrived at the ward, the nurse left him outside after telling
him to wait; then, after a while, she came out and said to him, “There are two
women called Zeinab Mohamed. One of them, though, has only one eye. Which one
is your wife so that I can call her?”

The old man was
thrown into confusion. One eye? How am I to know? He tried to recall what his
wife Zeinab looked like, with her long gown and black headdress, the veil, and
sometimes the black covering enveloping her face and sometimes removed and
lying on her neck. He could picture her as she walked and sat, chewing a morsel
and then taking it out of her mouth so as to place it in that of her
first-born. Her children. One eye. How am I to know? He could picture her
stretched out on the bed, her eyes closed. The old man was thrown into

host country should welcome cultural differences. In my opinion, travellers
should respect and follow the host country’s traditions and cultures.

Above all, experiencing
exotic cultures is the fundamental purpose of traveling to foreign countries. When
the foreigners visit other countries, they carry their culture along with them.
If they adopt the local customs during their stay in the host country, it will
be very helpful for them to get better communication with the local people. Most
people consider travelling as a way to relax as well as a chance for
self-improvement and exploring the world. Travelling is a good opportunity to
try new things such as traditional cuisines, music and customs. Adapting to
local cultures will help the foreigner to know more about local cultures and
rituals. They can experience and have a better understanding of local culture.
For example, people who have visited places like India, Egypt or China have
been very excited when they tried the local food or wore traditional dress. An
experience like this broadens people’s horizons and enriches their knowledge.

Besides, this will
help cultures to spread more extensively and globally, thereby, a great number
of visitors from different countries will also be attracted by the destination.

Some local
customs and behaviors are mostly regulated by the religion of the country,
which is very sensitive to most people. For instance, in some Islamic

tourists to wear some specific dresses. And in some Asian countries, when
visiting a temple, tourists are not allowed to wear shorts or slippers, which
are symbols of disrespect.

To sum up,
considering the above benefits, tourists should always learn local customs when
they go to new places. They need to know some customs in advance and then
decide whether to go there or not. And host countries can encourage tourists to
follow local rules and customs by introducing and showing their benefits.
